To catch a Phione, you need to complete Request 66, called The Sea’s Legend, in Pokémon Legends: Arceus, which will grant you access to Seaside Hollow where you can find Manaphy and three Phione, and then use Agile Style on your Pokémon’s moves to avoid killing them in battle. By doing so, you will be able to catch the Phione without any issues, and it’s worth noting that you can catch up to three Phione per save file, unlike other legendary or mythical Pokémon.
