To stop settlers from using power armor, simply remove the power cores from any suits of power armor that you do not intend to use yourself within a relatively short span of time, and take all fusion cores with you when you leave your settlements. By doing so, you can prevent settlers from accessing and utilizing your power armor, as they will not be able to operate it without a fusion core.
