To unlock Boaboa in Monster Hunter World, you need to start Iceborne and reach the new Hoarfrost Reach area proper by beating Beotodus, then your Palico will explain that the Boaboa want to meet with you, and after a short meeting with their council, you’ll get a new optional quest. Following the quest and completing it successfully will allow you to recruit Boaboa, which involves talking to them in Area 1 camp and then following them to their base in Area 17.
