Shiny Reshiram is indeed a legal Pokémon to obtain, as it can be encountered in Pokémon GO and other games, but its availability as a shiny variant depends on the specific game and method of obtaining it. In the original Black and White games, Reshiram and Zekrom were shiny locked, meaning they could not be obtained in their shiny forms, but this restriction has been lifted in later games and events.
