Sir Jezhek is located in the dungeons in the basement of the Rathaus, and to find him, you need to go to the left of the Alchemist, take the first door on your right just before the stairs, and then inside the door to the left and down the stairs. After arresting him in the main quest “All That Glisters“, he can be found in a prison cell in the guard quarters.
