Millicent is not moving because she has a specific questline that requires the player to progress through certain stages, and if the player misses any of these stages or fails to complete specific tasks, Millicent will not move to her next location, effectively becoming stuck. To resolve this issue, players must ensure they have completed all necessary steps in Millicent’s questline, including giving her the Valkyrie’s Prosthesis and defeating specific bosses, such as the Godskin Noble.
