Arms Refiner 2 is a Limit Breaking item in PSO2: NGS, however it can only be obtained from Combat Sectors.
In Phantasy Star Online 2: New Genesis (PSO2:NGS) players can join the Artificial Relict To Keep Species (ARKS) organisation. The objective of this team is to defeat a powerful enemy called the DOLLS.
To aid you on your quest, you have to collect and equip powerful gear and weapons. You can improve your gear and weapons by applying enhancement materials like the Arms Refiner II.
What are materials?
There are many materials that you can acquire in PSO2: NGS which are divided into different categories. For instance, consumables can be used to get additional buffs and effects for a limited time.
Exchange materials can be traded to acquire other items. Badges, on the other hand, can be traded in at the Item Recycle for a Scratch Item. Players can also acquire tickets which can be used to procure rare items from a specific Ticket Exchange Shop.
You can use Quest Triggers at the Quest Counter to trigger certain quests or monsters that you can defeat.
PSO2 NGS: Arms Refiner 2
While advancing in PSO2: NGS, you can acquire enhancement materials. These items are used for enhancing weapons and armour. They can allegedly be used to draw out capabilities beyond the item’s limits.

One of the enhancement materials that you can acquire is Arms Refiner II, which is a rare drop from Neusen Plant. However, players can exchange it from the Enhancement Material Exchange Shop.
This material is found in Combat Sectors across the fictional globe. It is used for more high precision Limit Breaking at the Item Lab. Once you have Arms Refiner II, you can start the Limit Breaking process.
The Enhancement Limit is the maximum level to which a weapon or armour can be enhanced. For all weapons and units, the maximum Enhancement Limit is currently 50. However, the Enhancement Limit of a Weapon or Unit can be increased by Limit Breaking it in the Item Lab.
It is noteworthy that this process requires materials and gold. Every Limit break increases the Enhancement Limit by 10 points.

Arms Refiner I is a rare drop from Megalotix Enemies and from Dark Falz Interception. However, you can also procure it by completing the Trainia Advance Quests.
Moreover, it is available from the Enhancement Material Exchange Shop and from the ARKS Record Badge Exchange Shop.
When should you use Arms Refiner 2?
According to the table above, you will only require Arms Refiner II when you want to Limit Break 7-star and 8-star weapons to Enhancement level 50 and 60. This means that you only have to focus on the process when you reach the endgame phase.
Players who are in the early-game phase should focus on Limit Breaking their low star weapons to the next Enhancement Level, which does not require Arms Refiner II.
Neusen Plant
Neusen Plant is a combat area that requires 8 players. It is advisable that you have a minimum Battle Power of 3069. The average enemy level in this area is 67, which essentially means that only mid-game and endgame players can try to complete it.
Completing this activity, gives you a chance at acquiring a Gunblaze Series weapon, among other items. Since it is an 8-star weapon series, it is considered one of the most powerful weapons in the game.
The weapon’s level requirement is 65 and it offers your character several benefits. Although its base attack is 562, it can be increased to 752.
Its Potential increases your Potency and Critical Hit Rate by a specific percentage. It also decreases your Photon Point Consumption by a particular percentage.
