It is unlocked as a random reward drop for completing Deep Dive activities and it will allow Stasis shards to overflow the magazine when slotted.
This catalyst is not very useful for damage-per-second (DPS), but it does enable the Wicked Implement to freeze enemies as the additional shots give it a more forgiving window to trigger the effect.
It is especially useful when you are trying to freeze multiple enemies quickly or repeatedly stun champions.
In order to procure the Wicked Implement Catalyst, you must complete the Deep Dive activity.
According to Redditor SanityLostStudioEnt, the catalyst has a random-number-generator (RNG) drop rate based on completing Deep Dives.
We recommend that you do not focus on completing the different tiers of the Deep Dive activity, as the tiers do not seem to influence the drop rate.

Deep Dive
Season of the Deep added the Deep Dive activity to the game. This activity is a solo or 3-player matchmade seasonal activity which sends players under the methane ocean of Titan to extract the power Sloane required to connect with Ahsa.
You can descend deeper as you progress through the activity. Players will receive wonderful rewards for completing the Deep Dive activity.
Keep in mind that there is no guarantee that you will receive the catalyst when you complete the activity.
How to acquire Wicked Implement
Before farming the catalyst, you have to procure the Wicked Implement weapon.
To do this, players have to fish for the Whispering Mothcarp, Vexing Placoderm and the Aeonian Alpha-Betta fish. You have to deposit all 3 fish at the H.E.L.M to get the Broken Blades.
Players can offer these blades to the statutes which can be found in the Deep Dive activity. After following a new path to the second level, you have to complete a timed mission to earn the Wicked Implement.
Is the Wicked Implement Catalyst available in Destiny 2?
There is some uncertainty about whether the catalyst is available in Destiny 2. Several players have completed the Deep Dive activity several times without the catalyst dropping.
Allegedly, the catalyst became available on Sunday, 11 June 2023, but no one has been able to collect it.
Several players believe that the catalyst will only be available from Tuesday, 11 July 2023 while others assume that the catalyst is an extremely rare drop and this is why nobody has claimed it.
