The new Council of State building in Evony allows players to assign titles to their Generals in order to receive buffs and bonuses.
You can assume the role of a lady or lord in this exhilarating video game, Evony: The King’s Return. Although the game was released in 2009, it receives updates regularly to ensure that players have the best gaming experience.
Evony recently announced update K45, which introduces a new building, Council of State, for you to enjoy.
Evony: Council of State
Update K45 introduced new features to Evony, including advanced troops, new melee formation and long-range formation, new defense advance and several new buildings, one of which is the Council of State.
It is worth noting that you can only unlock the building once you have reached level 32. Once it is built, the Council of State allows players to manage their military and political affairs.
This includes appointing Generals to military titles and positions to receive attribute bonuses.
Similarly to other buildings in Evony, you can upgrade your Council of State to unlock additional features.
Though you do have to meet specific requirements to upgrade your building to the following level. Furthermore, these requirements increase as the level of the Council of State increases.
You can select the building, then select a title between Governor, Commander and Marshal. Every title allows you to allocate a certain number of Generals to specific features, such as mounted, ranged and siege machines.
For every General that you assign, you will receive bonuses which are determined by your General’s star level.
Generals’ star levels
The higher your General’s star level is, the more buffs and bonuses you will receive. However, if you have red-star Generals, you will receive additional bonuses.
It is therefore crucial that you assign high star-level Generals to the titles in the Council of State building.
To increase a General’s star level, you have to enhance them. This process costs gold and medals.
A General’s star level can be increased by up to a maximum of 5 stars, but the General has to be at a specific level before each star level increase can be completed.
Examples of bonuses
If you assign a General to the Ground Troop section of the Governor title, you can get the following bonuses:

| 1-red star | In-city ranged troop health points are increased by 8 percent |
| 2-red star | In-city siege machine defense is increased by 10 percent |
| 3-red star | Marching ground troop attack are increased by 4 percent |
| 4-red star | In-city troop health points increased by 6 percent |
| 5-red star | Ground troop attack increased by 10 percent |
Upgrading a position
When you have assigned a General to a position or a title, you will be able to upgrade their position to unlock additional attributes.
For instance, if you upgrade the Ground Troop Governor to level 5, the ground troop and mounted troop attack will be increased by 4 percent. However, to upgrade a General’s position in a title, you must acquire Merit Jade.
Evony players can get up to 15 Merit Jades daily by defeating monsters. Additionally, you can obtain Merit Jade by reaching 80 and 110 in Daily Activity.
